BYLAWS
#1 TEAM SURVIVAL
This rule is in place to help reliable players on struggling teams to continue play through the season's end.
If a team is short players they can elect to use team survival to double play their players instead of forfeiting matches. The opposing team has the right to choose the survival players that meet the 25 point rule.(If a player is present but can not play due to medical reasons, that player can not be forced to play, and the team is eligible to play survivor if needed.)
A) If a player that already played a match leaves the venue, the opposing team has a right to choose that player to play the survivor match. That player has 5 minutes to get to the table or the match will be forfeited.
B) A team may request to play more than one survivor match. This can be granted by the opposing team or they can choose to only play 1 survivor match and the subsequent matches are forfeited. (A team does not have to allow more than one survivor match per score sheet.)---(1 Player can play all 5 matches as long as there is no violation of the 25 pt. rule)
C) If 5 players from the team show up and 1 or more of the players leave, then team survivor does not have to be granted at all. (The opposing team can tell them 'No you sent your weak link home) And all subsequent matches are forfeited. Or you may request a make up match which does not have to be granted by the opposing team.
D) If the total of the 5 lowest rated players on a team add up to more than 25 then team survivor is not allowed and you must play 4 to 21pts (as stated in the national rules) and forfeit a match.
E) If a team does not have at least 5 names on a roster then team survivor is not allowed. (4 to 21pts) and a match is forfeited.
TEAM SURVIVAL IS PERMITTED DURING THE REGULAR SEASON ONLY.
During playoffs and tournaments you must use the burnout strategy.
(Page 18 in the NATIONAL rule book.)
#2 The League office has the right to add players to a team at any time, in order to fix a shorthanded, or struggling team, in order to keep them from forfeiting,or dropping out during the regular season.
#3 A Player must have 6 matches in the session played on the team they are currently playing on to qualify for PLAYOFFS and TITLE HOLDERS. Unless that player has to be transferred to a different team in order to avoid conflict. In that instance, the players matches carry over to the new team. If you have less than 6 matches played in a session you are not eligible to retain any TITLE HOLDER qualifications, or receive payouts, plaques, etc....
#4 Players can not be added to a team after the 10th week of play in a session. ( UNLESS YOUR TEAM IS SHORTHANDED. SEE RULE #2 ) When adding a player on the night of play, it must be done before the first player is announced. After play has begun, you can still add a player BUT only with permission from the opposing team.
#5 Players may not change teams in the same division after the 4th week of play. Unless authorized by the league office.
#6 If a team is scheduled to play a doubleheader or a 3rd table make-up and does not have enough players to do both then the make-up can not be forced or forfeited. It simply will be rescheduled.This also applies when there are unsafe road conditions due to HEAVY snow or ice.(NOT RAIN)...When this occurs you must contact the league office or the captain of the opposing team at least 4 hours prior to the start time of the match,at that point the match will be rescheduled without penalty or forfeit.When a match has to be rescheduled it will be played as a doubleheader on 2 tables simultaneously,(if available), (which is the most convenient and time saving way of playing a double) UNLESS A MUTUAL AGREEMENT IS REACHED BY BOTH TEAMS at this point you can play whenever and wherever you like. REMEMBER BOTH TEAMS MUST AGREE! A team cannot be forced to lose its scheduled home game. It is the option of the home team to do so.
#7 No cellphone use or texting during your match.(even when it's not your turn at the table) If it's an EMERGENCY, you must notify your opponent,and you may take up to 2 minutes, but, you forfeit any remaining timeouts for the rest of YOUR ENTIRE match. Longer than 2 minutes you forfeit your match.
#8 During regular season matches: NO listening devices unless approved by your opponent and the league office. This does not include your ears or the use of a hearing aid.
#9 BONUS POINT SYSTEM
Each team will start the season with a total of 0 bonus points. 3 bonus points will be awarded for each week in the session.IF...
A)-----3 bonus points will be AWARDED weekly to your team, if the full correct amount of money is received before the start of your next match. This includes team dues ($50 weekly), new memberships ($20), and renewals ($20)...Each team is responsible for collecting and submitting their money ON TIME! (Regardless who collects the dues, the team remains responsible to see that it is paid in full.)
A Check or a Money Order is recommended. The league will not be responsible for cash sent through the mail. There is a $35 service fee for a check bounced. #10 The league owner can play on a team during the regular session and playoffs. But cannot play in the LONG ISLAND TAP TITLEHOLDERS. In the event the league owner is on a qualified team. He will replace himself with an active player in the league of his skill level or lower.
#11 PLAYOFF and TOURNAMENT RULES
A) Everyone gets only one 1 minute timeout per rack regardless of skill level.
B) One coach must be selected before the match for the players entire match. The only communication is between the player and his or her selected coach. If a time out is inferred by either the coach or the player, a timeout must be used. They can only communicate during a called timeout by either shooter. No one else may talk to the shooter except for positive feedback in a sportsmanlike manner. IE "nice shot", not "nice shot asshole"
C) No Listening devices
D) No Yelling
E) No Slamming the balls or anything else
F) No Foul language
G) No Team survivor, you must use the burnout strategy (page 18 in the rule book)
H) MULTIPLE 7s CAN NOT PLAY ON THE SAME SCORE SHEET
I) Only the team Captain or Co Captain can put up a player for a match..
( YOU MUST NOTIFY THE OPPOSING TEAM THE NAMES THE CAPTAIN & CO CAPTAIN BEFORE YOU BEGIN PLAY. FAILURE TO DO SO NEGATES THIS RULE )
#12 If there is any unsportsmanlike conduct, a player, or an entire team may forfeit the entire match regardless of how many matches have been played. To be determined by Long Island TAP
#13 Bylaws can be amended at the discretion of Long Island TAP without notice.
#14 If there is 1 player present at the designated start time of a match, that player MUST begin and has 5 minutes to get to the table. If no one is there at the designated start time after 15 minutes, the 1st match is forfeited and the rest follow suit every 5 minutes. Each forfeited match is worth 1 point. An entire night of 5 matches is worth 5 points. START ON TIME!!! ***NOTE: ANYTIME A TEAM IS A NO SHOW IN ANY OF THE LAST 3 WEEKS OF THE SESSION, A FULL TEAM FORFEIT WILL BE 3 POINTS. THE FORFEITING TEAM WILL RECEIVE 0 POINTS!... (Same as if a team drops out and you receive a BYE). YOU DO NOT GET 5 POINTS.
*** THIS IS IN PLACE SO TEAMS THAT QUIT AT THE END OF THE SESSION DO NOT EFFECT THE STANDINGS AS GREATLY AS IN THE START OF THE SESSION AND ALSO TO PREVENT BOTTOM PLACING TEAMS FROM TRYING TO HELP THEIR FRIENDS PLACE HIGHER IN THE STANDINGS BY GIVING THEM A 5-0 FORFEIT. IF I SUSPECT A MATCH WAS THROWN TO HELP A FELLOW TEAM ADVANCE IN THE STANDINGS, THE GUILTY PLAYERS WILL BE SUSPENDED.
OR you can schedule a make up match TO TRY TO WIN MORE THAN 3 POINTS... THE HONEST WAY! effective 10-13-15
When requesting a make-up, a minimum of 4 hours notice from the designated start time of the match is required. Anything less than 4 hours, it will be up to the opposing team to grant the make-up, or take the forfeit points. When a match is forfeited full weekly dues will be collected from both teams.
#15 9 Ball & 10 Ball on a coin operated table...
When the 9 ball is pocketed early the striped balls should be used to complete the 9 ball rack. Since 9 ball is played by shooting the lowest numbered ball on the table and the highest numbered ball being the money ball, it makes no difference which balls are used to complete a 9 ball rack. (If there are enough striped balls available to complete the rack they are to be used. If there are enough balls and a player insists on putting money in the table to get 6 or less balls out the opponent does not have to pay anything) Don't waste money, it's not fair to your opponent.
#16 CLOCK INFRACTIONS (45 second shot clock / 5 min time between matches)
Before a foul can be called...,it must be preceded by a verbal warning on the first offense..., in which you must notify, AND, show proof to your opponent that they are being timed and a foul has been committed. On the second, and on all future offenses, a ball in hand or forfeit will be granted, depending on the type of infraction as per NATIONAL RULE BOOK.
#17 Once a player has 6 matches played on a team, that player is entitled to an equal split of the prize money unless other arrangements have been discussed and agreed upon beforehand. Each team is entitled to its own policies regarding payout splits. (If anything other that an equal split is agreed upon by the players, the league office must be notified immediately.) If a player ceases communication with his/her team and the league for more than 2 weeks, these rights may be forfeited and the player may be removed from the team and its roster rendering the player ineligible to collect any prizes, and will also forfeit any prior qualifications. When this situation occurs, the league office must be notified by the captain or the players. from the team. Then, depending on the circumstances, removal may be granted. The final decision comes from the league office. To avoid a problem, stay in contact with the league office or someone from your team.
#18 If a player is delinquent in league fees, it becomes the responsibility of the team!!! The team will have to chip in and pay the amount that is owed or the fees will be immediately deducted from any prize money the team is due. (The team failed to collect the proper league fees from that player in the first place negating their right to cry about it.)
#19 SLOW PLAY RULE
If it is 10:15 p.m., and the rack has not been broken to begin the 4th match, OR,
If it is 11:00 p.m., and the rack has not been broken to begin the 5th match, and:
a) there is 1 or more tables available, and:
b) you have enough players present, then:
c) you must begin all the remaining match or matches, on additional pool tables.
#20 COACHING/TIME OUTS
The 1 coach rule is NOT enforced during regular season play. All other coaching rules apply. See national rule book for details.
#21 MARKING YOUR POCKET
When shooting the money ball you MUST mark your pocket with a legal marker. Failure to do so results in loss of game.The following items are illegal and are NOT to be used. If you do so this will result in loss of game!!!
a) WEAPONS
b) DRUGS
c) CHALK... (of any kind including chalk holders)
d) MONEY/CURRENCY...(unless it is collectable)
#22 Four-second rule:
If a ball hangs in a pocket for longer than four (4) seconds, then drops, that ball must be brought out and placed as close to where it was before it dropped. Prior to that (4) seconds.... the shooter is responsible for the ball as part of the shot.
#23 MULTIPLE 7s CAN NOT PLAY ON THE SAME SCORE SHEET
#24 LEAGUE MATCHES CAN NOT BE RESCHEDULED AS A MAKE UP, WITH THE EXCEPTION OF A DEATH, NATIONAL EVENT or a HOLIDAY ( THOSE MATCHES WILL BE PLAYED IN ADVANCE AS A DOUBLE HEADER )
( PLAY SURVIVOR / USE BURNOUT STRATEGY / FORFEIT )
#25 If a player declares himself, or herself up to play a match, that declaration can NOT be changed without permission from the opposing team.
( It does NOT have to be THE TEAM CAPTAIN that puts up a player.)
